l00py I've never had a problem. service so good that I've only had to contact support once and that was just to ask a rando question. had down time maybe once in last decade and they let me use my own ISO install.. i'd say it's perfect.

how long does it take for a new thunder cloud server?
no clue, last i setup a new instance it was no more than a few minutes to initialize. but i don't have a thunder cloud server just a few vps systems. they should all be instant IIRC
