I setup my interface but then set an ip address on another interface and it didn't work

if the gre tunnel is working, you can try running a trace through it, and then tcpdump on the external interface to make sure it's going out
also if you're routing your ipv6 traffic back out again from the tunnel you probably have to route it it back via the tunnel or your isp will drop it. (or your isp may not even have ipv6) erratic: got it

for layer 1 ARP has copper plugged into switches (except for fibre interlinks). On top of that are VLANs, 1 per customer. Nothing fancy.
