but to ip one different it was ok
it was making no sense at first
that was with steadfast.
and yeah nto using steadfast anymore
the weird thign is that changing the outbound path, where the responses so that it still routed via cogent, but a different cogent router made it work
i think that's what it was.. it was years ago, and i tcpdumped both ends etc.
but i assume that some providers do some kind of icmp rate limiting at times.
