How sensitive are people to servers being pinged?
Well it varies, but there's a reason ICMP defines an unreachable code 10. (eg netflix01.ring.nlnog.net)
Would you consider one ping per minute insignificant?
Probably. But that opinion is not shared by Netflix and their NLNOG node.

i had cogent block icmp echo tests once
it was damn annoying, as i was using the host for monitoring

the weird thign is that changing the outbound path, where the responses so that it still routed via cogent, but a different cogent router made it work
i think that's what it was.. it was years ago, and i tcpdumped both ends etc.
but i assume that some providers do some kind of icmp rate limiting at times.
If it was cogent it probably wasn't ICMP that was blocked, rather the link was probably down
