I saw that yesterday and enabled ECN on two OpenBSD machines. Nothing broke, though the only effect was that I saw like one ECN packet in tcpdump.

As memory serves, Cloudflare tried enabling ECN and things broke until they wrote some fixes. But haven't found a quick Google result
