You'd have to ask them, but that page documents a bulk interface using netcat/whois
whois doesn't scale
they limit you if you do too many queries

so it's reasonable to expect ip's on the same class c to be the same provider
I would ask my bgp feed for what size announcement is covering a particular IP at the same time as asking what ASN it was
And then use that to filter out other IPs in the same prefix
well like 4.2.2.2 is on 4.0.0.0/9
but that'd involve lots of netmask interpretation
and overlapping etc
