I find peculiar the difference between ipv6 and ipv4 on my ARP VPS - same server, same instance of ntpd, but the v6 reports are very consistent (http://www.pool.ntp.org/scores/2607:f2f8:a650::3) whereas ipv4 are all over the place (http://www.pool.ntp.org/scores/174.136.103.130)
I can only assume the cause is Internetworking latency
