To answer your questions as best I can, PHP fails miserably in many fields...
Including inconsistent handling of UTF8 strings
Most/much is nice and neat and utf8 friendly
But some functions are not.
So... All my string handling is kosher. addcshlashes() is obviously not multibyte happy, hence a slightly distorted output
And 0xA0 is still a mystery
