ant: oh yes, there's even an incubator site that has all the proposed new ones.  if they get enough votes and contributors, then it turns into a full blown stackexchange site (just like stackoverflow)

looks like the german SE site is still in beta; so it needs more questions / answers / traffic b4 it becomes official (at least that's how it worked a couple years ago with SE betas)
