i've had better perfomrance of a HE.net tunnel than my native connection through ARP
perhaps I fixed the issue. just allowing neighborsol and neighboradv

I'm surprised an HE tunnel would be any better, I think ARP peers with HE
umm..  ND (neighbor discovery) is intrinsic to IPv6, if you don't let those packets through, don't complain about packet loss
it's equivalent to not letting ARP packets through in IPv4

I was only using my HE tunnel (which passed everything through proto 41), so I never bothered to look
