voldern: i can ping / mtr both of the IPs you had problems with.  GTT said they could as well.  So, maybe it just solved itself..
up_the_irons: thank you for the help. i still get the same results when trying to ping/trace from the hosts in question. i'll send of an email to telenor and ask them to look into it as well
up_the_irons: do you have an ip on the same network as 174.136.104.34 that i can try tracing?

voldern: i'm doing the ping/trace from just another vps of mine.  identical to yours.  so if you can't reach it, i'd look at something to do with your vps / firewall
get in thru console and tcpdump your box.
if a firewall is eating you, you should still be able to see that
(read: local firewall)
