but everyone in the NYC/PA tri state area is having massive packet loss issues on multiple different isp's

well, even after 1000's of pings, 7. still seems to be losing a lot of pings (however it is routing the pings to later hosts)
webhost: i wouldn't worry about that
andthe jitter seems to help at hop 2
so local in nature
also if it's interrmittent it probably doens't show easy with mtr
unless it's at the right time

mosh doesn't reroute
it only helps with packet loss
if you have 100% loss you're screwed
you need something like mosh but that can use multiple paths to a destination
well doesn't necessarily need to be like mosh, it could just present tcp/ip to the other end
