doomviking: at OneLogin, they are building out some new gear for us, and in their infinite wisdom, decided to put the whole new environment on the same VLAN as our production gear.  The new environment has the same IPs.
I will let you decipher what happened

we went down every two hours, and they said clearing the ARP cache on our firewall is the only thing that would fix it.  They were stumped.  I said, "If ARP clearing fixes the issue, then something is stealing our IPs"
took 'em hours to figure out what was taking the IPs
so then, after a long apologetic phone call, they "upgraded" our account to a "better", smaller team, said we could call them any time; and they put our new gear on a different VLAN
Ha.
what happened the next day?

apparently, they did not do shit to the VLAN and turned on the new setup again, thereby stealing our IPs *again*

fuck me once, your fault.  fuck me twice, my fault.  i think OneLogin will pull the gear and go with SoftLayer
nice to know though, they have an entire class of customers they don't give a shit about.  the class that didn't get the account "upgrade" we did.
