up_the_irons: I think your ssh rate limiting is too aggressive -- if I have an expired SSH session open and send a couple of packets to it, that triggers the block.  I think the rate limit -> block should only apply to syns.
reardencode: it actually *is* only for syn's, unless iptables is lying to me...
Yeah, I've never had this issue.
hmm, the issue is very repeatable for me -- if I deactivate my network connection and then reactivate it and try to type more than 1 character into a terminal I left open, I must wait 60 seconds to reconnect.  If I reactivate the network and then type 1 or zero characters I can reconnect immediately.
I'll wire shark it next time to see if something is resulting in syns being sent somehow when this happens.
