It's quite secure by default and, of course, can serve Web pages just fine. between FreeBSD and OpenBSD, it is mostly a preference, right? I've used FreeBSD for probably 10 years now, but only dabbled with OpenBSD I mean, OS choice is mostly a preference. They're both unix and quite comparable.
