if it was easy to upgrade I would probably go that route.
presuming you mean upgrading the cpu/mem/disk resources of your vps

it requires some downtime obviously but it's practically a faq, yes upgrades happen, just expect to pay the new ratescale ;-)
you just get to do that yourself
people like me charge for that service if you want my fingers in your vps I'd be glad to send you a bill, otherwise I'll just say that you should have the ssh console setup and boot bsd.rd from 4.6 and read the www.openbsd.org/faq/ about upgrading and you should be golden
if you've sent a ssh rsa pubkey to support@ formerly you have ssh console access
also be aware 'config -ef /bsd' and 'disable mpbios' is required for your vps to not hang when it touches the serial port(s) after boot

for one circuit to take all the load and fail over when it fails is more of like an ATS scenario
ATS's do that, and is more for when you have only single power supply boxes
