ballen: mainly has to do with the fact that "subnets" is king in IPv6, not addresses (there are so many, we don't count).  And the minimum subnet size to be the most compatible with IPv6 features is /64.  So we start at /64 and get larger

there are guys on the ARIN ppml and ipv6-ops lists that can give you a laundry list of things that'll need an IP addresses, but honestly I'm not sure if most of those things will actually happen
