might have to cron job the last requirement, though. maybe not. dunno precisely.
I deployed Drupal as a file download portal once, it did everything you mentioned out of the box except for auto-expiring/deleting files, as I recall. (But that was years ago and I don't work with Drupal, so I'm not much help)
