the thing with delayed voice is you don't have to wait for them to spew their garbage before reacting
it totally breaks their join-spam-quit mantra
obviously, they can mitigate it with a delay/sleep, but like most spam fighting - it's an arms race
i wrote a fairly easy delay voice handler in a bot i have using the Cinch Ruby IRC framework
maybe i'll throw it on github later
