karstensrage: some data centers don't let you do anything without an escort.  all we're saying is, you can go to the data center any time and access your gear, without having to drag an overwatch with you
facility access -> you can enter the building, halls, doors, cages, and cabinets on your own (but of course, only enough to reach your gear; the badges are programmed that way)
